The signal follows these rules:

	<li>If <code>30 &lt; timer &lt;= 90</code>, the signal is <code>&quot;Red&quot;</code></li>
</ul>

Return the current state of the signal. If none of the above conditions are met, return <code>&quot;Invalid&quot;</code>.
