Location: NYC

For intance a phone number is 10 digit number, design several phone number system APIs, that can 1) check if a number is in use, 2) if the number is not being used, add it to the system, 3) randomly generate a new number that is not in use, 4) Special number such as 911 can't be assigned to user, how to handle it ?
