Given a sequence of ones and zeroes, you want to find the optimal split, placing as many zeroes as possible to the left of the split, and as many ones as possible to the right of the split.

E.G
000111 => 000 | 111
011011 => 0 | 11011
01011 = > 010|11 OR 0 | 1011
