I recently had a Bloomberg virtual onsite for a SSE at NYC. I have read about how if you were able to pass the first 2 technical interviews you might have a good chance at an offer. Following the first two technical interviews, for the 3rd interview, I had 2 managers in this session ask about my background and projects etc, but I did not have a HR round. Specifically, I had HR scheduled, but in the call, HR rep said that I would be contacted within 3 or 4 days about the result. Is this a definite reject if you haven't had a HR round, but had a HM round?
