Elimination of round wise maximum elements from a 2D matrix.

Given a 2D matrix , in each round remove the maximum element from each row and find the maximum of these element and add the number.

example : int[][] arr={{7,2,1},{2,4,6},{3,1,2}};
solution : 7+4+2=13

explanation:
1st round --> 2nd round --> 3rd round
721 -----> 12 -----> 1
246 -----> 24 -----> 2
312 -----> 12 -----> 1

In round 1 we get 7 6 3
In round 2 we get 2 4 2
In round 3 we get 1 2 1

solution=7+4+2
