Doubt in Valid Sudoku Problem If anyone could explain it will be useful

For this test case the output is expected is to be false but Why it is given as true in the leetcode expected Output??

My explanation for False:

In (0,0) position we can't give value '1' or '9' because in 1st Row last value (0,8) has '1' as such in 1st Column (8,0) has '9'

If Anyone please explain it will be very much useful...
