There is a huge army. Every soldier in the army reports to his senior. There is exactly one Army Chief (The top boss) who does not report to anyone, and to whom, everyone reports to, via, their senior.

Example:
Here, a is the Army Chief. b, h, l report to a and so on.

a----b----c----d

   | |--e
   | |
   | |--f----g
   |
   |-h----i
   | |
   | |--j----k
   |
   |-l

Army Chief needs to send a message to everyone in the army. How does he do it?

Here is where the main question ended. The rest of 45 mins were utilized in discussing various scenarios and me proposing a solution.

Did anyone else get this or similar super-vague question? Would like to know more on how one goes on attacking questions like these, and what do the interviewers want to test by asking questions like these.
