I recently interviewed with Google and passed the hiring committee but ended up being downleveled (interviewed at l4 -> approved at l3).

Does this mean that I did poorly in the interviews, or is this just a common practice? Generally I'd expect to just be rejected if I didn't meet the bar for the given level.
