Constraints as a hint on what's the expected solution. How do i read them ?

It is not uncommon to solve a probelm and encounter a section where they say things like this:

Constraints:
	-10000 <= Some.arg <= 10000
	Number of Nodes will not exceed 1000

I'm sure if i read all the probelms here on LT will start spotting patterns. Was wondering what do i read to understand all types of constraints and what do they mean.
