Dear Leetcode,

Problem: The system is not depreciating the rating overtime. So there are users on the leaderboard who did really well in the past, but haven't participated in any contest for half a year and more which make the Contest Leaderboard look partially expired and dead sometimes.

I do value and respect everyone's achievements and contribution, however I also think that it forces people to stop and freeze at their moment of inspiration and glory instead of going forward towards the new achievements.

Proposal: How about adding a "fade out / inflate" coefficient overtime to stimulate "retired Jedis" and give more room for newcomers? For example, every "idle" month or two will deduct 3% till it reaches 10% deduction in total.

P.S. The idea is not new. However it can be a nice extension to ELO to think about and implement looking at the audience growth.
