I have received offers from microsoft from 2 different teams ( still in negotiation phase ) but the level offered is L61 and I feel that it is a downlevel for me( current level SSE ).

I have the following questions:
Are there any chances for converting the position to L62?
Should I tell about the other microsoft offer as well?
Can I accept both the offers and join one?

I do have competing offer from startups:

Offer 1:
Base: 43.5 Lakhs
Bonus: 15%
ESOPS: worth 1 cr INR( according to the recruiter ) for 4 years

Offer 2:
Base: 49 Lakhs
RSUs: 140k USD for 4 years
