Hi I recently got an offer from Oracle OCI for IC3 level.

Education: B.Tech CSE from Tier 1 College
YOE: 5 years
Prev Exp: Startups & MnC
Prev CTC: 42 fixed and some ESOPs
Oracle Offer:
Fixed: 42 including EPF , Gratuity
Joining: 5(1st Month) + 5(18th Month)
Stocks: 95k USD for 4 years
First Year Takeaway ~69 LPA
No competing offer.

I want to know if this is as low balled offer and is there any scope of negotiation?
Also I have read many negative reviews about work culture in OCI and WLB, I am confused on what to do.
Can somebody help me evaluate the offer and recommend if I should Join.
