Work permit, visa, relocation, WFH for new hires during covid-19 lockdown

Let's think of a such situation: a candidate made all the way to the virtual onsite interview at a FAANG company (Europe office), after which recruiter contacted and told that he passed the interview and the compnay is willing to make an offer. However that process may last longer than usual because of covid-19 situation and uncertainties (like team, manager, start date). So recruiter cannot mention any concrete details for now.

The thing is that the candidate is from another country and he needs a work permit and visa for working at the destination country and company. Let's say he's from a non EU country and the destination FAANG company location is in EU.

I would like to know if anyone has any information or similiar experience of getting an offer abroad during this lock-down, which implies work permit, visa, relocation and how companies approach to this question for new hires (like make the offer now and define start date later or may be it is possible to arrange work from home...).
